This text is one of the first to recognize staff groups as ignored and overlooked power brokers in organizations, and it states how both the staff groups and their clients need to change their attitudes and their methods if the staff groups are to work to full effect for the organization’s benefit. The book takes and explicit stance on the development of managers and organizations. The basic argument is that corporations will build their competance to compete by broadly distibuting power throughout the organization. Power is literacy about the business, the right to grant exceptions to customers, access to resources, broad competancy to do the work and accountability for the whole of the organization. It states that organizational capacity is built by building the capacity of every individual through the distribution of this power, and that it is the job of staff groups to use their expertise to contribute to this end.
